NEUTRAL HCF (HYDROCARBON FREE) CLEANER is a heavy duty, water based tank cleaner, free from any hydrocarbon solvent. Its non–toxic, non–flammable and non–corrosive formulation of surfactants and neutral salts, makes it an ideal solution for removing all vegetable and animal fats and oils, and light mineral oils, dry or not. NEUTRAL HCF CLEANER is most suitable to use when strong alkaline cleaners are not recommended.

NEUTRAL HCF CLEANER constitutes the final cleaning procedure for removing cargo residues and before loading pure chemicals, as the tank must be completely chloride or sulphide free. The application of NEUTRAL HCF CLEANER is recommended for Gas–Free Cleaning, when used after any hydrocarbon cleaning process. NEUTRAL HCF CLEANER eliminates odours and is cost effective, easy to handle and apply.

NEUTRAL HCF CLEANER is IMO-approved. Only cleaners registered in Annex10 of IMO’s MEPC.2/ Circular can be used and disposed of at sea for cargo tank cleaning, when the cargo residue slops are disposable at sea. Its composition meets the criteria for not being harmful to the marine environment according to MARPOL Annex V.



NEUTRAL HCF CLEANER is extremely efficient to remove vegetable fats, animal fats and oils from epoxy and zinc-silicate coatings and from most metal surfaces (ferrous alloys, tin, zinc, aluminum and galvanized surfaces). On epoxy coatings, it is recommended that the product is used diluted. Apply the product, after hydrocarbon cleaning processes, to achieve Gas–Free results.

Instructions are based on experience and are meant only as a guide since circumstances for each tank cleaning operation vary. They are not intended to interfere with the judgment of the vessel’s responsible personnel.

A prewashing of the tanks with fresh water at elevated temperature (60°C) is recommended, especially if non-drying residues are present. In all other cases, the tanks can be prewashed with fresh water at ambient temperature. Prewashing should take place immediately after cargo discharge, so that the oxidation and hardening of oil residues is avoided.

Never prepare the cleaning solution with river or sea water.

A. Recirculation Method

For recirculation, prepare a solution according to the following table (depending on the degree of contamination) of NEUTRAL HCF CLEANER in water and recirculate for about 2-6 hours.

Best results are achieved at elevated temperatures (up to 60°C). Heat is normally achieved by the use of heating coils in the tanks. The volume of the recircuating tank washing system should be carefully calculated to ensure that there is sufficient cleaning solution for continuous recirculation. One cleaning solution normally cleans 2 to 3 tanks. Afterwards, rinse thoroughly with water.

As far as the preparation of the chemical solution is concerned, it should take place in an empty slop tank or one of the after tanks near the pump room. When recirculated, the chemical solution is returned to the slop tank via the stripping line. Sometimes, it may be necessary to make a temporary connection between the slop tank and tank washing pump and onwards to the tank washing system heater, in order to maintain the temperature of the chemical solution.

For passing the Wall Wash Test, a final rinse with choride-free hot water is essential. If necessary, repeat the cleaning procedure.

B. Hand Spraying Method

Apply by spraying on the surfaces with undiluted NEUTRAL HCF CLEANER, using brushes or spray equipment. Make sure that the tank surfaces are well soaked and let the product act for at least 30 minutes. Finally, rinse thoroughly with hot water (60°C) for 45 - 60 minutes.

C. Hydrocarbon-Free Cleaning

First wash tanks using TANK SUPER CLEANER or TANK & BILGE CLEANER. Afterwards, rinse thoroughly with hot fresh water (up to 60°C) and apply a 15-20% solution in fresh water of NEUTRAL HCF CLEANER on the surfaces when they are still hot and leave for at least thirty minutes. Finally, either rinse thoroughly with hot deionizer water or rinse thoroughly with fresh water and then steam tanks to remove all chlorides, so as to pass the Wall Wash Test.
